Earth Hour in Penang... No noticeable lights out

Took pictures of the city of George Town, Penang during the Earth Hour where lights are supposed to be switched off from 8:30pm till 9:30pm. I did not see anything diferent this year. Last time, I can see more lights being turned off. Why the lack of support for this year? No one cares now?
